Assumptions
- Cut volume is in-place (undisturbed) measure; fill is compacted measure. Swell and shrink convert between them.
- Positive net balance = dirt to export. Negative = dirt to import.
- Haul volume is loose — how much fits in the trucks.
- Truck loads are ceiling-rounded (partial load = a full truck run).
